I believe the right tools for the job is essential. Also, fair wages for a fair days work. If these 2 criteria are met, I believe an employee can be happy.
My experience during this job search has been a lot of passive companies. I have yet to find a development team that is aggressively looking for good developers. And they certainly aren’t making much of an attempt to demonstrate why they are a great company to work for.
It seems that even if the market were really tight, a company would still want to differentiate itself from the rest of the crowd.
Beyond the givens like salary and the like, I’d say:
– a challenging environment
– freedom to explore/grow
– the opportunity to do my best work

Good points. I would add:
– meaningful work
– access to the tools that enable you in your development
– managers/leaders that remove major distractions and obstacles

I would wish for them to consistently ask themselves: “What can we do to make people want to work here over a similar company?”
